The City of Imlay Cityโs City Commission is holding a public hearing on April 9, 2025 at 6:00 PM to establish a Neighborhood Improvement Authority (NIA).
The public hearing will be held at the City Commissioner Chamber located at 150 N. Main Street. The NIA district does not anticipate any plans to displace existing families or individuals. The public hearing is intended to provide an opportunity for interested citizens and property owners within the NIA to express their opinions regarding all aspects of the proposed Development Plan and Tax Increment Financing Plan.
Funding for improvements such as sidewalk snow removal, roads, utilities, maintenance, and development of sidewalks, encouraging residential growth, promoting economic development, etc.
The NIA shall consist of the entire City of Imlay City excluding the area located in Downtown Development Authority (DDA).
A description based on streets is here: This boundary of the area is described as north of I-69 between properties along Blacks Corner Road and Reek Road. The district includes the east side of M-53 from I-69 until Borland Road. At Borland Road only the west side of M-53 is in the district until First Street. The area continues on the south side of First Street and the west side of Almont Avenue headed north. At Second Street this wraps beside the northwest corner property up Calkins Street. Headed east along Fourth Street to the center line of alley after White Street. Headed north along the alley to Fifth Street this includes all property on the east side of Main Street till Seventh Street. From the intersection of Seventh Street and Main Street all properties on the west side of the street headed north are part of the district. From Main Street along old M-21 (Capac Street) the properties on the south side are included in the district to Fairgrounds Road. West of Fairgrounds Roads to Blacks Corners Road is within the district. Properties along most of Blacks Corners Road south of Attica Road to I-69 excluding Yntema Park.

Bid Request for Building Renovation for Farmers Market/Community Center
The City of Imlay City is requesting sealed bids for renovations to the former DPW Garage for a
Farmers Market/Community Center. The former DPW Garage is an approximately 5,000 sq ft pole
building located 406 E. Third St., Imlay City, MI 48444. A bid sheet with the proposed renovations
is available upon request, or can be picked up at City Hall located at 150 N. Main St., Imlay City,
MI 48444. A pre-bid walk through at the site is scheduled for Tuesday, March 25, at 10:00 a.m.
The pre-bid walk through is not mandatory, but all other access to the building requires 48-hour
notice. If you have any questions, please contact Ed Priehs, DPW Superintendent at (810) 724-
8712, or epriehs@imlaycity.org. The bid shall be submitted in a sealed envelope entitled
โBuilding Renovations for Farmers Market/Community Centerโ by no later than Monday, April 7,
at 3:00 p.m. to the attention of Craig Horton, City Manager, 150 N. Main Street, Imlay City, MI
48444. Electronic bids will be accepted up to the due date and time. Email bids to
treasurer@imlaycity.org. The City of Imlay City reserves the right to accept or reject any or all
bids, to waive any irregularities and to accept the bid deemed to be in the best interest of the
City.
